Some 50 indigent workers who lost their job including those who could not apply for work during the CoVID-19 pandemic benefited from the recent implementation of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program of the Provincial Governor’s Office led by Governor Dr. Melchor Daguines Diclas through the Provincial Employment Services Office (PESO) headed by Julie Tabcao. Of the number, 10 were assigned in Adaoay, Kabayan; 20 in Bulala, Sablan; and 20 in Ampusongan, Bakun. The beneficiaries have recently received their pay after working for 15 days. They are the first batch of beneficiaries this year with another 50 to be sent out soon to several identified working sites. A total of P750,000.00 worth of funds was allocated by the Provincial Governor’s Office for this program. Tabcao said beneficiaries of the program are assigned to help clean roads and clear canals. They are also asked to do other tasks aimed at promoting cleaner and safer environment especially with the rising cases of dengue in the province, she added.

Provincial SPES Beneficiaries Plant Seedlings in Celebration of Environment Month
Students employed under the Special Program for Employment of Students (SPES) of the Provincial Governor’s Office led by Governor Dr. Melchor DaguinesDiclas through the Public Employment Services Office (PESO) headed by Ms. Julie Tabcao planted over 150 coffee and alnos seedlings in Wangal, La Trinidad today, June 10, 2022.
This is in celebration of the National Environment Month this June.
More than 40 SPES beneficiaries took part in the half-day activity. They are the first batch of SPES beneficiaries hired this year with P519.64 pay a day or P15,589.20 for a duration of 30-day work.
Another batch of 75 students will be deployed to different offices at the Provincial Capitol in July.
Gov. Diclas earlier said the SPES is an opportunity for the students to gain leadership and professional skills as they experience working with employees in government offices.
Meanwhile, Gov. Diclas said employees at Provincial Government are also set to conduct tree-planting activities on June 17, June 24, July 1, and July 8 in different identified sites in the province also in celebration of the National Environment Month.
New CT Scan in BeGH Big Help for Indigent Patients
The provincial-managed Benguet General Hospital (BeGH) has recently received a new computerized tomography (CT) scan machine, a good news for indigent patients.

Mario Villaverde, Regional Director Rio Magpantay, reps from Congressman Eric Go Yap’s office, and other personnel of BeGH and Provincial Health Office (PHO) led the blessing and turn-over ceremony for the new CT scan machine at the BeGH Thursday, June 9, 2022.
The new machine was procured through the Health System Enhancement to Address and Limit COVID-19 (HEAL) Project funded under the loan agreement between the Philippine government and the Asian Development Bank (ADB).
Gov. Diclas thanked the Department of Health (DOH) for their continued support stressing the benefit of the new CT scan machine especially to indigent patients.
Gov. Diclas shared about the eventualities which may occur while transporting patients from one hospital to another. “Along the way pwedeng may mangyari sa patients,” he said. Now that the hospital has a CT scan, patients need not to be referred to private health facilities since the hospital can now do the necessary procedures.
The BeGH then received a CT scan machine in 2015 which was also donated by the DOH, but it bogged down according to BeGH chief of hospital Dr. Maria Imelda Ulep. Patients have been referred to private healthcare facilities to address service delivery gaps and outsource imaging or CT scan services, Dr. Ulep added.
Further, Usec. Villaverde said the DOH is set to distribute 33 CT scans to 33 various hospitals in the country with the ADB-HEAL project.
“[BeGH] is among the first hospitals to receive this kind of assistance,” Usec. Villaverde said commending the LGU of Benguet through the leadership of Governor Diclas and the project team of BeGH in providing the “retrofitting” works. “Kasi hindi rin namin bibigyan kung hindi ready ‘yong site na paglalagyan,” he added.
The CT scan machine will soon operate probably next week or within the month once the certification from the FDA is provided which is a requirement for the filing for the License to Operate.
Meanwhile, RD Magpantay in his message during the turn-over ceremony reaffirmed his support to the province of Benguet saying “this [undertaking] is an opening of a better partnership with the province of Benguet ably headed by Governor Dr. Melchor Diclas.” Partnership is about sharing, he added.
With the strong partnership between the LGU and DOH, Gov. Diclas also hopes to have an MRI at the hospital in the near future.

GUV Reminds Mayors of Yearly Screening for Provincial Scholarship
BENGUET Governor Dr. Melchor Daguines Diclas in a recent memorandum order reminded all mayors in the 13 towns of the province of the yearly screening of qualified students for the Provincial Scholarship Program directing them to disseminate the screening processes for school year 2022-2023 to their barangay LGUs. In accordance with Provincial Ordinance No. 2019-261, all barangays are required to submit three student-applicants for the final screening of the qualified and most deserving students by the Provincial Scholarship Program Committee (PSPC).It is in the barangay LGU where the initial screening of student-applicants is carried out from which three will be chosen to join the final screening to be conducted by the PSPC. Interested students are advised to inquire from their respective barangay LGU.In addition, four slots are allotted for those who excelled in sports or any technical skills that brought honor and prestige to the province, and one slot for each of the 14 DepEd Benguet districts for those who graduated from the Alternative Learning System (ALS) program. Applicants for these slots shall submit their application directly to the Governor’s Office. In total, there are 158 slots for the said scholarship. Previously before 2019, only eight per municipality were given opportunity for the scholarship, but through the initiative of Gov. Diclas and support from the Sangguniang Panlalawigan ng Benguet, the number of slots was raised.Through this program, the scholars will be given P20,000 financial assistance yearly or P10,000 per semester to aid them in their financial struggle as they pursue their college education. Students who are qualified to apply for the provincial scholarship program are Benguet students who are enrolling as college freshmen in the upcoming school year. Deadline for the submission of application will be finalized once the PSPC will be reorganized following the oath-taking of the elected provincial officials.

“It’s our obligation to help our people,” said Gov. Dr. Melchor Daguines Diclas underscoring the importance of communication and working together for the implementation of various health programs in the province during the workshop on Local Investment Plan for Health 2023-2025 organized by the Provincial Health Office (PHO). The workshop was held May 25-27 in Caba, La Union where health program officers from the PHO together with the municipal health officers (MHOs), chiefs of hospitals and their respective planning officers discussed different health sector goals of better outcomes and more responsive health system. Further, the participants were briefed on the Universal Health Care Act, DOH Devolution Transition Plan, and the Guidelines on the development of LIPH 2023-2025. The LIPH 2023-2025 is a three-year plan which will be the foundation of health programs and activities to be implemented in the province of Benguet. LIPH development primarily aims to achieve health sector goals of better health outcomes, financial risk protection, and a responsive health system toward a healthier Benguet. Dr. Mercedes Calpito, DMO V of PDOHO-Benguet, facilitated the workshop together with Josephine Fawayan, DMO IV, and Melanie June Pucay, DMO IV. Meanwhile, Gov. Diclas laid out some of his plans for health such as the establishment of Dialysis Centers in all the towns and District Hospitals. He also expressed appreciation to all the participants for their valuable efforts and contributions in pursuit of effectively formulating and implementing policies, plans, programs, and projects for the improvement of the quality of life in the province. A future workshop is scheduled to finalize the investment plans of the Rural Health Units, District Hospitals, and the PHO.
KABAYAN FARMERS THANKFUL FOR 1.14-KM ROAD IMPROVEMENT

“Dakkel maitulong na daytoy nga project para kadakami nga umili,” said Romeo Waclin, a farmer in Lusod, Kabayan referring to the recently completed improvement project along Proper Lusod to Awing Access Road. Lusod, one of the remotest barangays in the province, is among the places recently visited by Governor Dr. Melchor Daguines Diclas to listen first-hand to the concerns of the constituents in far flung areas and assess their needs and priorities. Governor Diclas allocated a total of P6.5 million for the road development along Proper Lusod to Awing Access Road. The first phase worth 1.5 million was completed last February while the second phase with P5 million project cost was finished last May 17.“Nabayag nga daytoy ti ur-urayen ti umili ditoy tapnu paspas kuma ti biyahe ti nateng,” said Sandy Wais, Barangay Chairman of Lusod mentioning about delays of transporting vegetable produce to the nearest market, the risk of deterioration of quality of produce during transport, and the risk that farmers’ vehicles would incur damages due to the used-to-be bumpy and risky road. Wais said the improvement of the 1.141-kilometer road will also prevent vehicular accidents while he recalled his terrifying experience with riding a vehicle struggling through a steep section of the road. Meanwhile, the access road is connected to a road leading through Bokod to Ambaguio in Nueva Vizcaya where farmers deliver their produce. Wais said the Nueva Vizcaya Agricultural Terminal (NVAT) is the nearest market from their community, but some farmers also deliver to Baguio and La Trinidad depending on vegetable prices. “Daytoy nga kalsada ket mabalin nga rumuwar [ijay] market ti Baguio, [La] Trinidad, ken NVAT,” Wais added saying farmers are given options where to deliver their produce. Farmers in Lusod produce mostly tomatoes, carrots, and cabbages.
