Mandate

  • Ensure good governance practices in the Benguet provincewide health system, including transparency, accountability, and adherence to ethical standards. (WHO, RA 11223, DOH AO 2020-0021)
  •   Develop and implement strategic plans, policies, programs and projects to promote health of the people through integrated health services, and to improve the provincewide health system’s performance and sustainability. (LGU Code, RA 11223)
  • Oversee the delivery of healthcare services, which includes monitoring of health facilities within the province, ensuring adequacy of medicines, medical products, and health technologies, and ensuring adequacy and equitable distribution of human resources for health in alignment with WHO standards (WHO, RA 11223, HFDP, DOH AO 2021-0032, RA 9184, 2030-2040 HRH Philippine Masterplan, DOH-NNC-DTP)
  • To deliver and manage essential, accessible, affordable, and equitable health services for all, that include preventive, curative, rehabilitative, and palliative care (WHO, LGU Code, RA 11223)
  • Promote health literacy and empower the Benguet population to make informed decisions about their health; engage communities in health promotion and disease prevention efforts through outreach education programs (HPFS, RA 11223, LGU Code, DOH AO 2020-0042)
  • Emergency preparedness and response through stockpiling and prepositioning of medical products, vaccines, and technologies for emergencies and disasters (RA 10121)
  • Ensure that people do not face financial hardship due to health cost, with measures such as subsidies or reduced out-of-pocket payments for services (RA 11223, DOH AO 2024-006)
  • Mobilize, pool, and allocate funds to address the health needs of individuals and communities, ensuring equitable access to services, with a focus on vulnerable and marginalized populations (RA 11223, DOH AO 2024-006, DOH-DBM-DOF-DILG-PHIV JMC 2021-001)
  • Promote the development and training of health professionals by facilitating and supporting continuing education and training programs that enhance their skills, knowledge, and competencies, ensuring alignment with evolving health needs and technological advancements (WHO, 2030-2040 HRH Philippine Master Plan)
  • Establish and maintain a robust and integrated health information system, including enterprise resource planning, human resource information, electronic health records, and an electronic prescription log aligned with DOH standards, to collect, analyze, and utilize data for evidence-based planning and policy implementation and to support coordinated health care delivery (RA 11223, DOH A0 2020-001)
  • Monitor and report outbreaks of infectious diseases and other public health threats, ensuring a timely response and appropriate measures for disease control (RA 11332, PD 856, DOH AO 2021-0057)
  • Oversees operations of Provincial and District Hospitals as well as other health facilities to ensure compliance with UHC Standards Health Service Delivery protocols and safety regulation (RA 11223, DOH AO 2020-0021)
  • Develop and enforces Standard Operating Procedures (SOP) to guide the operations of the Provincial Health Office including procurement, record keeping, and human resource management (LGU Code, RA 11223, DOH AO 2020-0021)

  • Enhanced health outcomes across the provincewide health system through efficient governance, accessible and affordable quality healthcare across the continuum of care, upgraded and licensed health facilities and equipment, well trained and adequately supported health workforce, and the equitable distribution of essential health commodities;

  • Functional and quality health care provider network in the implementation of Universal Health Care in the Province of Benguet;
  • Functional health information system for fast, effective and efficient use of health data;
