SCHOLARSHIP

Some 147 college students signed contract with the Provincial Government of Benguet, headed by Governor Dr. Melchor Daguines Diclas, as scholars under the 16th Batch of the Benguet Provincial Scholarship Program during the scholars’ orientation at the Ben Palispis Auditorium on Oct. 27.
 
One-hundred forty (140) of the scholars were qualified under the regular program (one barangay, one scholar) and four were qualified for their sports achievement and technical skills. They will be receiving P10,000.00 per semester, while the remaining three qualified students who opted for technical vocational courses will be receiving P7,000.00 per semester.
 
The screening for the 17th Batch of the Scholarship Program will start next school year.

The Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas was recognized as top performing local government in local revenue generation nationwide during an awarding ceremony held in Metro Manila on October 26 in celebration of the 35th Founding Anniversary of the Bureau of Local Government Finance (BLGF).

Benguet ranked second among all the provinces in the country under the Year-on-Year Growth in Locally Sourced Revenue category for fiscal year 2021.

Based on the 2021 LSR, Benguet recorded a 67.9% increase with P683.65 million compared to the P407.15 million LSR in 2020.

The plaque of achievement was received by Gov. Diclas and Provincial Treasurer Imelda I. Macanes.

 

The Governor recognized the effort and camaraderie of the personnel in the Provincial Treasury Office and all the offices concerned with the collection of fees and charges saying it is a fruit of a continued collaboration.

Governor Diclas said the provincial LGU will continue to work hand-in-hand in putting more effort to maintain or even improve its performance in revenue generation.

The province also ranked 7th nationwide under the same category for fiscal year 2019-2020.

LIVELIHOOD ASSISTANCE FOR ASF, QUAKE-HIT LIVESTOCK FARMERS.

Some thirty livestock farmers from different towns in the province received cash aid from the Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas on October 24, 2022 at the Provincial Capitol.

Twenty-seven (27) of the beneficiaries were farmers affected by the African Swine Fever (ASF) crisis which led to the depopulation of their pigs, while the three others lost their livestock equipment and other facilities during the July-27 earthquake.

Gov. Diclas said the Provincial Government released funds amounting to P960, 550.00 for the said assistance program to at least help the ASF and earthquake affected livestock farmers recover from their loss.

According to the Provincial Veterinary Office (PVO), the recipients are the ones who submitted report to their Municipal LGUs which the PVO assessed and validated.

During the cash aid distribution, the recipients were reminded to practice bio-security measures to prevent transmission of the ASF virus to livestock such as ensuring hygiene at their pigsu2019 den and avoiding feeding scraps containing meat to their pigs. They were also told to be alert to symptoms of the disease and report the case immediately to their LGUs.

Meanwhile, Gov. Diclas thanked the Provincial Veterinary Office headed by Dr. Miriam Tiongan for the swift processing of the beneficiariesu2019 documents and for playing their part in the governmentu2019s continued fight against ASF.

ASSISTANCE FOR QUAKE-HIT FAMILIES

Fifty-one (51) families in Kibungan, Benguet whose houses were damaged during the July-27 earthquake that jolted Luzon received financial assistance from the Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas.

According to Governor Diclas, who visited the earthquake victims during the distribution of the financial assistance on October 19, the Provincial LGU released funds in the amount of P765,000.00 which was distributed to families coming from seven barangays of the said town.

Fifteen (15) are from Tacadang, one from Badeo, 16 from Lubo, four from Madaymen, six from Palina, seven from Poblacion, and two from Sagpat.

Further, Governor Diclas said 15 quake-affected families from five barangays in Atok, Benguet also received the same financial assistance last October 18. Additional two families in the municipality were also given cash aid after losing their homes in a fire incident. A total of P255,000.00 cash assistance was given to the beneficiaries.

The two towns were among the most hit municipalities in the province during the July-27 earthquake listing a high number of evacuated families.

ROAD IMPROVEMENT PROJECT ALONG PUGUIS-BUYAGAN-POBLACION PROVINCIAL ROAD JUNCTION MOTORPOOL IN WANGAL, LA TRINIDAD

The road improvement project along Puguis-Buyagan-Poblacion Provincial Road Junction to Motorpool in Wangal, La Trinidad covering a total length of 568 meters has been completed.

The project funded and implemented by the Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas included pavement improvement of 174-meter two-lane and 394-meter three-lane sections of the road and construction of drainage canals and sidewalks.

Six public schools and over 30 households of mostly farmers will reap benefit of the newly implemented road development project in Kayapa, Bakun funded by the Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas.

Governor Diclas said the project’s scope included pavement of a rough and narrow 751-meter stretch of Nalusbo-Paoay-Naldbo farm-to-market road (FMR). The P5 million project started last July and was completed on September 28, and was already inspected by the Provincial Project Monitoring Committee.

John Sanggawa, teacher at Mateo Balsoen Elementary School, one of the beneficiaries of the project with over 40 pupils, stated that the road has been a problem for them as it was muddy and bumpy that they would struggle delivering their goods and other materials to the school.

 

“At least tatta, nalaka en nga ma-edeliver dagiti school supplies,” Sanggawa added.

Barangay officials were grateful for the successful implementation of the project as it will not only provide safer and more efficient deliveries of school equipment but it will also ease the burden of rice producers and vegetable farmers in the locality in transporting their produce to the nearest local market.

According to Kagawad Celio Agyapas, farmers used to carry their loads from their farms all the way to where their vehicles could reach which was far enough that it would take them much time to deliver their goods.

Meanwhile, Kagawad Agyapas said the project was done “excellently” as it was the community who labored to finish the project. He said the project contractor hired the locals to work for the project to make sure it will be implemented well and according to their needs and expectations.

Barangay Kayapa is one of the remotest barangays in the Province of Benguet. The monitoring team had to travel via La Union and Ilocos Sur to reach the community.

The Provincial Government of Benguet headed by Governor Dr. Melchor Daguines Diclas has readied relief food packs which will be distributed to the different municipalities through their MLGUs to provide communities easier and closer access to relief assistance during calamities.

The Office of the Provincial Social Welfare and Development said the food assistance may also be used as food for work for the communities. 

The Provincial LGU was also able to preposition relief goods last June which were used during the calamities that have recently hit the province.

The relief goods include canned goods, rice, and noodles in addition to the relief food packs donated by the National Grid Corporation of the Philippines (NGCP).
