Mandate
1. Enact ordinances and resolutions necessary for an effective and efficient governance.
2. Generate and maximize the use of resources and priorities of the province for the development plans, programs and objectives.
3. Grant franchises, approve the issuance of permits and licenses, or enact ordinances levying taxes, fees, and charges to promote the general welfare of its inhabitants.
Approve ordinances which shall ensure the efficient and effective delivery of basic services and facilities.
