Last March 3, 2025, President Ferdinand Marcos Jr. appointed Carter Luma-ang as the Director of Hydrography Branch/Chief Hydrographer of the National Mapping and Resource Information Authority, with the rank of Commodore.
Commo Luma-ang, who hails from Kapangan and educated in La Trinidad, is arguably the youngest to be appointed as Chief Hydrographer of the Philippines and is the first from Benguet.
He also graduated in 2016 as the youngest in his class of the Masters in National Security Administration from the National Defense College of the Philippines.
Commodore Carter Luma-ang had a courtesy call with Governor Dr. Melchor Daguines Diclas this afternoon at the Governor’s Office. He also presented the medals he won for the past months in the sports of Jiu Jitsu. With him were his father, Carlos luma-ang; his wife, Jonalyn luma-ang; and family member, Dr. Marjorie Rebujio.
Luma-ang is currently a member of the Philippine Team for Jiu Jitsu Figthing System after winning gold in the National Selections Trials of the Jiu Jitsu Federation of the Philippines held last January 26, 2025 in Makati City. He also won golds in 2024 ASJJF Asian Masters Championship in Tokyo and in the 2025 ASJJF Asian Masters Championship in Nagoya, Japan. Luma-ang trains in Brazilian Jiu Jitsu under Prof. Annie Ramirez and in Karate under Mayor Ruben Tinda-an of the Baguio-Benguet-based Shin Shin Karatedo, Inc.
The appointment of Luma-ang to the top position proves that talents from Benguet, even if a land-locked province, can also excel in the maritime sector.
