PROVINCIAL GENERAL SERVICES OFFICE

MANDATE, VISION AND MISSION

 

MANDATE:

Exercise general supervision and control over programs, projects and activities of the Provincial General Services Office; and enforce all laws and ordinances pertinent to the effective delivery of general services, such as procurement of supplies, materials and equipment (SME), drugs and medicines, medical supplies and services, inventory of properties, rent out facilities to public or private entities, assign office space to local or public officials who by law are entitled to such space, building and ground maintenance, as well as janitorial, security, landscaping, plumbing, electrical, carpentry, sound system, perform all other functions pertaining to supply and property management and other related services.

VISION:

Efficient and responsive delivery of general services and centralized procuring body in the Provincial Government of Benguet.

 

MISSION:

 

1. To ensure the delivery of basic services, and provision of adequate facilities and procurement needs of a.) Offices (local and national) and b.) Constituents (barangays, municipalities, NGO’s and others);

2. Take custody and be accountable of all properties owned by the Provincial Government of Benguet;

3. To ensure the cleanliness related activities, such as possible or eminent destruction or damage to records, supplies, properties & structures and the orderly and sanitary clearing up of waste materials or debris, particularly during natural disaster and calamities.

Functional Statement:

Take charge of the implementation of all infrastructure projects, public works and other technical services for the Province of Benguet if funding is with the Provincial Treasury Office. 

Objectives:

  • To boost agricultural production thru improved transport system by:

  • Proper maintenance of all provincial roads;

  • Implementation of special projects;

  • Minimize if not prevent encroachment along the right-of-way of provincial roads in coordination with the provincial Legal Office; and

  • Up to date implementation of funded programs/projects

  • Expand access roads to potential agricultural areas.

  • Support the health program of the province by providing technical assistance and actual implementation in the construction, repair and improvement of health buildings and related structures.

  • To assist in the program of raising the level of literacy in the Province by providing technical assistance and actual implementation in the construction, repair and improvement of school buildings and school facilities including proper maintenance of access roads to school sites. Likewise, school sites survey to protect it from encroachment.

  • Concerned communities of the province.

  • Safeguard the 54 hectares property of the Province at Wangal in coordination with the Provincial Legal office and other government agencies. 

Activities:

  • Reviews and recommends changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the local government unit concerned;

  • Advises the Provincial Governor in infrastructure, public works and other engineering matters;

  • Administers, supervises, coordinates and manages the maintenance, repair, improvement and construction of Provincial Roads and Bridges and other engineering and public works project of the local government unit;

  • Provides engineering services to the local government concerned, including survey, engineering designs, feasibility studies and project management;

  • Exercises technical supervision over all engineering offices of component municipalities; and

  • Exercises such powers and performs such duties and functions as maybe prescribed by law or ordinance or upon direction by the local chief executive.

Note:

To perform the above prescribed activities, the office had been organized into divisions and sections, namely: Planning and programming Division (subdivided into survey section, programming section, design section), Construction and Maintenance Division (subdivided into construction and maintenance section), Quality Control Division, Motor Pool Division and the Administrative Division.
