A. The Sangguniang Panlalawigan as a legislative body of the province shall formulate policies and programs for the realization of the vision, mission, and goals of the Province. Specifically, it shall, among others:

 

 

  • Enact quality ordinances, formulate policies and resolutions for the efficient and effective provincial governance;

 

 

  • Generate and maximize the use of resources and revenues to carry out the development plans, program objectives, and priorities of the province;

 

 

  • Subject to provisions of Book II of the new Local Government Code, grant franchise, approve issuance of permits of licenses or enact ordinances levying taxes;

 

 

  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance; and

 

 

  • Evaluate and approve budgets

 

 
B. On administrative aspects, the Vice Governor appoints and initiates trainings for the Sanggunian Panlalawigan personnel, signs warrants for Sanggunian Panlalawigan, expenditures, approves leaves of absences of the staff. The office of the Sannugian Panlalawigan thru the Secretary to the Sanggunian keeps the seal of the province, records of proceedings of the Sanggunian Panlalawigan meetings and furnishes copies of non confidential records to interested parties, among other functions.

 

In relation to the development of quality, efficient and effective local legislation, the Vice Governor thru the Secretary to the Sanggunian spearheads the installation of Information Technology mechanisms in the office like the Sanggunian Information System (SIS) and other hi-tech wares.

 

OBJECTIVES:

For the Sangguniang Panlalawigan

  • To formulate quality legislations necessary, appropriate or incidental for efficient and effective governance essential to the promotion of the general welfare.

For the Staff:

  • To efficiently assist the Sangguniang Panlalawigan members in the formulation of quality legislation as well as coming up with an improved legislative tracking, monitoring and research.

  4. Paperless session of the Sanggunian
  5. Consolidation of territorial maps of component municipalities
  6. Parcellary/cadastral survey of congested areas
  7. Harmonizing the territorial jurisdiction of the Province with that of the adjoining Provinces
  8. Support to Sangguniang Kabataan Programs

Functional Statement: 

  • The Vice Governor shall be the presiding officer of the Sangguniang Panlalawigan who formulates policies and programs for the realization of the vision, mission and goals of the Province.
  • Administrative supervision over the Sangguniang Panlalawigan personnel.
  • Performs other function as may be assigned by the Governor and as mandated through Sangguniang Panlalawigan resolution and ordinances.
  • Supervises Component Sangguniang Bayan (SBs).
  • Ensures required review by the Sangguniang Panlalawigan officials and acts as of mayors and sangguniang bayans.
  • Provides public information services. 

Objectives:

  • To insure efficient and effective local legislation and review of ordinances for the general welfare of the province.
  • To give full assistance to the local chief executive in carrying out functions necessary for the realization of its vision and mission
  • For the staff-to give efficient assistance to the Vice Governor in terms of researches, secretarial services and other administrative services necessary to carry out the functions of the Vice-Governor being the head of the Sangguniang Panlalawigan.

CITIZEN'S CHARTER

Functional Statement:

To collect taxes, fees and charges; to take custody of and exercise proper management of all provincial funds and other funds entrusted by law; to advise officials concerned on all matter relative to public finance. 

Objectives:

  • To increase collections of provincial revenues over the total amount estimated for the budget year and conduct tax campaign;
  • To provide fiscal advise to the Honorable Governor, the Honorable Members of the Sangguniang  Panlalawigan and other provincial, municipal, barangay and national officials regarding the disposition of provincial funds and other matters related to public finance.

Activities:

  • Collects taxes, fees and charges throughout the province as authorized by law and ordinances and remits collections/shares due the municipal government and other entities;
  • Takes custody of and exercise proper management of all funds;
  • Takes charge of the disbursement of all provincial funds and such other funds the custody of which may be entrusted to the office by law or other competent authority;
  • Inspects under authority all private commercial and industrial establishments within the province in relation to the implementation of local tax ordinances;
  • Prepares & submits Electronic Statement of Receipts and Expenditures (eSRE) and other reports submitted to concerned agencies;
  • Deposit collections, open/renew time deposits;
  • Issues different Accountable Forms;
  • Participates in the inspection of purchases of goods/services and verifies reports & remittances of Accountable Officers;
  • Exercises technical supervision over all treasury offices of component municipalities of Benguet;
  • Exercises such other powers and performs other duties and functions as may be prescribed by law or ordinances.
