CITIZEN'S CHARTER

Funtional Statement:

In-charge of human resource management and development programs/projects and other personnel related activities of the provincial government.

Review and recommendation on personnel matters referred by authorities.

Objectives:

To establish and maintain a sound personnel programs/projects designed to promote career development and uphold the merit principle and to conduct a continuing organizational development with the end in view of instituting effective administrative reforms.

To oversee and supervise the implementation of human resource management programs/projects and other personnel related activities of the provincial government.

Activities:

The Chief Administrative Officer takes charge of the Human Resource Management and Development Office and shall:

  • Plan, coordinate and supervise human resource programs/projects and activities .

  • Advise the Provincial Governor and other officials, as the case may be, relative to personnel/human resource matters.

  • Directs the work operation of the division as to recruitment and selection, appointments, wage and salary administration, personnel records and reports, training and development, employee welfare and benefits, rewards and incentives and periodic performance evaluation.

  • Maintains effective liaison with the Civil Service Commission(CSC), Government Service Insurance System(GSIS), Pag-Ibig, Professional Regulations Commission(PRC), PhilHealth and other government agencies on personnel matters.

  • Exercise such other powers and perform such other duties and functions that may be assigned by authorities or as may be provided by law.
